Construction Management for CSO Facilities for Gowanus Canal, OH-007 Bulkhead

As a subconsultant, SI Engineering, P.C. (SIE) provided construction inspection and office engineering services for this project, which is part of the Gowanus Superfund Site. The existing bulkhead was severely deteriorated and needed to be upgraded prior to the dredging/capping occurring in the Canal. The new bulkhead needed to withstand the dredge/cap and account for the construction of the future OH-007 CSO Facility and the relocated OH-007 outfall. Work included the installation of anchored and cantilever bulkhead outboard of existing bulkhead. The anchored bulkhead consisted of steel sheet piling anchored by tie-rods and a pile supported concrete deadman; cantilever portion consisted of concrete-filled interlocking steel pipe piles.

SIE inspectors were responsible for performing civil inspection services, monitoring construction activities, photographic documentation of construction and change order work, record documents, and closeout administration. Other tasks included documenting contractor progress payments, schedule management, change order management, and participation in scheduling and change order meetings as required. SIE also provided office engineering services, which included maintaining a system for all CM files on the project SharePoint and e-Builder Sites, updating general project logs, and maintaining field office documents, such as shop drawings, record drawings, correspondence, RFCs, RFIs, permits, schedules, progress meetings, progress reports, memoranda, inspection reports, photographs, test reports, surveys, payroll records, force account or time and material records, change orders, disputed work, shop and working drawings, payment transactions, and visitor logs. Other responsibilities included processing periodic contractor partial payments and change order payments, assisting with the drafting and submission of change orders, development of field change order cost estimates, development of monthly reports, evaluation of T & M records, contract close-out documentation, and other general office responsibilities as directed by the Resident Engineer.
