Vice President
Elias Boumis is a Vice President leading SIE’s structural inspection and design practice. With over two decades of diverse experience and a wealth of competitive qualifications, he is instrumental in growing and managing SIE’s biennial bridge inspection, structural inspection, and design portfolio. Elias has over twenty (20) years of experience serving as Project Manager, Quality Control Engineer, and Bridge Inspection Team Leader for numerous State, City, and Local Agencies. He has always stressed client relations as a primary job responsibility and takes pride in maintaining constant client contact to assure that specific requirements of a contract are being fulfilled. Elias has managed and inspected the majority of major NYC crossings, including the Verrazzano-Narrows, Robert F. Kennedy, Throgs Neck, Bronx-Whitestone, Marine Parkway, Cross Bay, Henry Hudson, and George Washington Bridges, along with the Outerbridge Crossing. He is well-known among clients such as MTA, NYSDOT, NYCDOT, and NYSTA, as well as numerous local and county authorities, for his exceptional leadership skills and unparalleled commitment to ensuring the integrity of vital infrastructure throughout New York City and surrounding counties.
Outside of the NYC Metro area, his experience includes the Kingston-Rhinecliff, Rip Van Winkle, and Newburgh-Beacon (North Span) Bridges and Walkway Over the Hudson. His rail experience also includes managing NYCT’s Special Inspection of Elevated Structures, MNR’s Annual Overhead and Undergrade Bridge Inspections, and classroom instructions for the revisions made to MTA-LIRR’s Bridge Inspection Training Program, 2009 Bridge Inspection Guide.
He holds a Master’s Degree in Civil Engineering from Manhattan College and is a licensed Professional Engineer in NY, NJ, CT, PA, MD, and OH.
