Project Management Services for Tunnels, Bridges, and Terminals (TB&T) Facilities

As a subconsultant, SI Engineering, P.C. (SIE) was responsible for the development, implementation, monitoring, and reporting of Project Management Plans for work at PANYNJ’s Tunnel, Bridge, and Terminal (TB&T) facilities. Tasks included developing Project Management Plans covering conceptual development through construction completion, including staff budgets and baseline schedules for all project elements. SIE staff developed project scope, schedule, and budget for various stages of project delivery and participated in facility scoping, design team update, program level coordination, and other related progress meetings. Other tasks included conducting presentations and preparing documentation to obtain approval for the project plan; coordinating the implementation of the management plans and the work performed by all project members; monitoring all elements of the design development effort to meet the project’s approved scope, schedule, and budget; and coordinating preparation of study reports, construction cost estimates, and preliminary and final contract documents. SIE coordinated all elements of the contract document review process and established contract conditions, precautions, and hours-of-work restrictions, as well as staging restrictions / requirements based on operational and maintenance constraints. SIE also coordinated the resolution of project related issues with facility operating and maintenance staff, including negotiating agreements on client requested changes; bidding and award of construction contracts; and preparation of PACCs. SIE project managers ensured the timely review of contractor shop drawing submittals, responded to RFIs, reviewed and approved all elements of design or field change implementation, and coordinated preparation of authorization documents and briefing materials for any required increase in project funding. SIE staff also attended construction progress meetings and coordinated facility force account work. SIE led and provided project close-out support, maintained and updated the existing Program Management Manual as needed, performed document control and project control using Primavera, and provided project management training / workshop sessions.
