As a subconsultant, SI Engineering, P.C. (SIE) performed inspections of the Staten Island Railroad (SIR) right of way, including elevated structures, engineered embankments, and cuttings. The inspections and reporting were required to meet the requirements set by the Federal Transportation Authority (FTA).
The inactive portion of the SIRR ROW consisted of various sections that included:
- Below grade areas with sloping banks covered with vegetation leading to residential neighborhoods, generally separated by an 8’ chain link fence
- At grade areas
- Elevated sections on a concrete structure supported by concrete columns, and
- Areas undermined and scoured away due to tidal action over time on the North Shore.
Inspections covered the full length of the abandoned section of right of way, including:
- Elevated structures
- Engineered embankments
- Cuttings along the SIR right of way
- At-grade sections
Reporting requirements included:
- FTA Compliance Inspection Report: Comprehensive regular reports were prepared as per FTA requirements, including all necessary documentation, visuals, and recommendations.
- Illegal Dumping Monitoring Report: Separate regular reports addressed trash accumulation and illegal dumping, along with any remedial recommendations.
