Construction Management and Inspection Services for ADA Station Improvements at Three Metro-North Railroad Stations on the Harlem Line

This project consisted of ADA station improvements at three (3) Metro North Railroad stations on the Harlem line: Williams Bridge, Woodlawn, and Botanical Garden. Work was performed concurrently at all three (3) stations, and each station remained boardable for the full duration of the project. As a subconsultant, SI Engineering, P.C. (SIE) provided construction management and construction quality compliance services.

The scope of services involved a complete replacement of the Williams Bridge and Woodlawn stations. This included full replacement of platforms, piers, and foundations, as well as installation of a radiant heat snow melt system in the new platform. It also included stairway replacements at both platforms and new elevators at each platform for a total of four (4) new elevators, and platform extensions. At the Botanical Garden Station, the scope involved bringing the station to a state of good repair. This included a full replacement of the platform slab, replacement of select platform piers, and ADA upgrades to stairs, ramps, and walkways. The work also included replacement of the outbound canopy, new inbound canopy, and platform shelters. At all three (3) stations, work included station upgrades consistent with MNR Station Standards and Guidelines, as well as security cameras, public address systems, and customer information displays that are consistent with MNR’s Customer Service Initiative.

Work was performed on the railroad Right of Way. MTA provided long-term, continuous track outages to support this project, in addition to limited continuous weekend outages and nighttime, off peak outages. This project required innovative construction phasing to maintain service at each platform, including the use of partial platform closures and temporary platforms, stairs, and ramps. This project also required extensive coordination with NYC Parks, NYCDOT, Con Edison, and NYCDEP.

As a subconsultant, SIE was responsible for monitoring the contractor’s construction activities for conformance with approved project contract drawings, specifications, and the proposal. SIE staff kept track of work in place totals for all items of work, including contract work, extra work, and time and material work daily. Our staff were also responsible for field testing of concrete, steel, and painting operations, as well as tracking, sampling, and logging material deliveries to confirm that all materials used conform to project plans, specifications, and the project proposal. Deliverables included all daily work reports, as-built sketches, daily time and material records, and other documents.
