As a subconsultant, SI Engineering, P.C. (SIE) provided construction quality oversight on two (2) concurrent design-build contracts at the Queens Midtown Tunnel. One project involved the rehabilitation of tunnel controls and communications systems, and the other involved the installation of fire alarm and smoke detection systems at the QMT facility building. SIE was responsible for preparing independent cost estimates of extra work to assist the design-builder’s claim analysis, claims negotiations, and analysis of proposed design-builder’s payment breakdowns. SIE staff were additionally responsible for reviewing D-B compliance with contract requirements, reviewing design submittals, monitoring the progress of contract work, providing construction quality assurance oversight, and preparing and submitting monthly project reports.
