As a subconsultant, SI Engineering, P.C. (SIE) provided project management, construction management, and constructability review services for this project. The reconfiguration of Harold Interlocking provided regional operational benefits to LIRR and Amtrak within the Harold Interlocking area, the biggest intersection of passenger train lines in North America, including eliminating congestion and reducing delays. The project involved the construction of an Eastbound Reroute (EBRR) and a Westbound Bypass (WBBY) and associated changes to access to the Sunnyside Yard and Mid-Day Storage. Work included the construction of new railroad infrastructure, extensive reconfiguration of track, removal and installation of new switches, third rail and catenary overhead systems, and installation of new signal, communication, and supervisory systems required to support future East Side Access service to Grand Central Terminal.
SIE provided constructability review, project and construction management, safety, and quality oversight services. SIE staff managed the Direct Force Account project’s budget and schedule, developed long range planning objectives, and formulated construction schedules. SIE was additionally performing constructability reviews and field walks and managing the Change Control Process, as well as providing weekly, monthly, and quarterly reports on work progress, schedule, cost, budget, safety, and quality issues.
