REI Services for Rehabilitation of Pedestrian Ramps

As the prime consultant, SI Engineering, P.C. (SIE) provided resident engineering inspection services for the rehabilitation of pedestrian ramps in Queens, NY. The goal of this project was to repair existing pedestrian ramps in the borough and upgrade them to ADA and PROWAG specifications to the maximum amount feasible. SIE staff were responsible for inspecting the ramps and ensuring that work was compliant with all relevant plans and specifications.

Managing payments for this project involved addressing challenges like preparing Technical Infeasibility Forms (TIFs) for locations where full ADA compliance was hindered by topography, historic features, utilities, vaults, and trees. Regular safety checks were conducted with construction crews to meet safety standards, including city audits. Proper MPT measures, such as channelizers, temporary pedestrian ramps, and crossing guards, ensured pedestrian and vehicular safety. SIE minimized community disruption by coordinating with local schools, restaurants, and businesses. While many ramps involved straightforward reconstructions, unique challenges included survey monuments within ramp landings, historic district requirements (e.g., pigmented concrete and specific warning surfaces), and coordination with Citi Bike stations and DOT Dining Sheds.

For payments, SIE collected reports from excavation, concrete, and asphalt crew inspectors to compile items for monthly contractor payments via DDC’s Project Development Management System (PDMS). Daily Diaries summarized inspector reports to generate monthly payment requests, which included verifying measurements, certified payrolls, prevailing wages, insurance, and subcontractor documentation. SIE completed all contract work on time and under budget, ensuring quality and safety for pedestrian ramp upgrades across Queens while preserving the surrounding environment.
