This project involved a study to develop operational alternatives to improve the capacity of a new managed lane with proposed use as a high occupancy toll (HOT) lane. The study involved the development of a Vissim Model that required current traffic and vehicle occupancy information. As a subconsultant, SI Engineering, P.C. (SIE) performed traffic engineering and analysis for the Vissim Model, development of various scenarios for traffic operational analysis, travel time/speed runs, video recording of traffic conditions on Route 495, and vehicle occupancy counts. The traffic data was evaluated and utilized to develop a profile of the traffic demand in the corridor and used in the simulation model. The operational alternatives were developed utilizing various ITS measurements as per traffic needs. The study also included development of plans for striping, signage and access control.
