Project Management Services for Sustainability, Resiliency, and Climate Change

As the Prime Consultant, SI Engineering, P.C. (SIE) provided project management services to the Engineering Department on initiatives relating to sustainability, resiliency, and climate change. These services included developing project plans, prioritization, and assessing project feasibility and deliverability. Additional services included assisting with the capital plan development by working with the Design, Construction, and Line Departments to establish consistent work plans, budgets, business rules, and project development for the successful delivery of engineering projects. SIE was responsible for establishing budgets and schedules that aligned with the approved project portfolio and mitigated any potential scope changes to ensure alignment with TPC. SIE was also responsible for working with the agency’s Office of Sustainability to identify project needs across all facilities and developing projects for inclusion in the existing capital plan, coordinating the budgets and schedules for all engineering deliverables related to the Agency’s major sustainability programs, as well as monitoring, reporting, and forecasting deliverables for their assigned portfolio of sustainability and resilience projects. SIE managed the various aspects of the project life cycle, including initiating, planning, executing, monitoring / controlling and closing for each assigned project. This involved working with the Line / Engineering / Office of Sustainability staff to develop detailed project scopes of work based on a statement of problem or a desired outcome and establishing project economics and timeline in conjunction with the appropriate stakeholders.

SIE was also responsible for working with the staff department to develop and support PA projects and programs that further the agency’s sustainability goals, including energy and environmentally related projects, applying system thinking to develop sustainability solutions within the PA environment, and collaborating with the project team to develop a thorough understanding of operations and the impact on sustainability and resiliency. Work also involved participating in the planning, implementing and evaluating of integration of the agency’s sustainability initiatives and collaborating with the project team to retain the necessary internal and external resources to advance the assigned projects to conceptual / preliminary design or final design. SIE advanced projects through established milestones, developed and implemented recovery plans for unanticipated delays, and conducted and participated in regular meetings with the appropriate parties to ensure that the project scope, schedule, and budget were maintained. SIE was also responsible for interacting with PA staff departments to establish agreements, force accounts and the like in support of project work as well as preparing project status reports for supervisors, senior, and executive staff on a periodic basis.
