As a prime consultant, SI Engineering, P.C. (SIE) provided resident engineering inspection services for the reconstruction of the retaining wall along Union Turnpike adjacent to Grand Central Parkway and Jackie Robinson Parkway between Austin Street and 126th Street. The retaining walls had been lacking in safety condition due to deficiencies such as displacement of stones, missing and deteriorated joint mortar, and cracks in concrete and / or stones, which created movements in the stones and became hazard to roadways below from falling objects.
The scope included removing and resetting the existing coping and wall stones, removing and replacing broken copings and wall stones, removing and replacing deteriorated joint filler, repainting walls as required, and cleaning of drainage structures. The scope also included removal of existing light fixtures and appurtenances and installation of new light fixtures. Given the nature and location of the work involved, a detailed Maintenance and Protection of Traffic Plan was generated and implemented to provide safe working conditions for workers as well as roadway / highway users.
The SIE team was fully involved in assisting the contractor in obtaining and maintaining various permits, daily site patrol to ensure that the contractor was in full compliance with MPT plans, and coordinating documents for submittal and RFIs between the contractor and DDC/DOT. SIE performed daily monitoring and inspection of the contractor’s work to sure the work was done according to contract plans and specifications, in addition to keeping track of schedule and budget and taking remedial actions when necessary. Tasks also included processing the contractor’s payment requisitions, conducting progress meetings, preparing and distributing meeting minutes, and preparing and distributing daily, weekly, and monthly reports.
