The Modular Traction Power Substation C-16 was originally purchased for interim use in 1984 while original rotary converters were replaced with new silicone diode type rectifier substations. Over forty years later, the temporary unit needed to be replaced with a permanent fixed substation because the existing equipment was obsolete, no longer supported by manufacturers, and difficult to maintain. The new Pelham substation is located adjacent to the existing Pelham substation on the north side of the Metro-North New Haven Line. As a subconsultant, SI Engineering, P.C. (SIE) provided construction compliance oversight services.
This project was to replace the antiquated traction power substation building, including constructing it at the height needed to avoid flooding. In addition, the new substation has proper pumps and pits, and critical equipment elevated to improve resiliency to flash flood conditions. The work generally consisted of excavating to construct a foundation and cable vault. The prefabricated substation was installed on top of the cable vault. Rectifier transformers and auxiliary transformers were installed on top of concrete platforms. Underground ducts were installed from the substation to the tracks, including AC feeders from the local utility company, DC feeders, and negative returns. New 15kV feeders from Con Edison were extended from the existing utility pole to the proposed substation through duct bank and manhole. The scope also included demolition of the existing substation once the new substation was put into service.
SIE provided construction compliance oversight services for this project. Our staff were responsible for inspection of contractor construction activities; keeping track of work in place totals for all items of work on a daily basis; performing field testing for concrete, steel, and painting operations; and tracking, sampling, and logging material deliveries, confirming that all materials used conform to the project plans, specifications, and proposal documents. Our deliverables included daily work reports, as-built sketches, daily time and material records, and other documents.
